Utah - 3,000 feet
The lowest point in Utah is Beaver Dam Wash at 2,350 feet above sea level but this area is surrounded by higher elevations. At 3,000 feet above sea level, the Virgin River in the southwestern corner of the state would start to flood inundating St. George and Washington areas.
